I made this figure for Kyle Robinson's Toy Soup Create My Custom contest in June of 2007 where it won first place!  Granted, it was the only entry...but hey!  First place!  LOL  Anyway, Mags was made from a DC Superheroes Superman body and cape with a head from a Hasbro Marvel Legends Xorn's Magneto head.  The hightops on his boots and helmet are sculpted from Aves Fixit Sculpt.  The collar and belt are made from craft foam and the forearm wraps are made from heatshrink tubing.
