Admittedly, I know very little about the Spectre other than he is the physical-ish manifestation of God's Wrath and that he was cast into limbo once Christ was born and unleashed and bound to a human host after Christ's death.  Also he like green.  But clothes?  Not so much.  Anyhoo, Spectre was made entirely from a Marvel Toys Legendary Comic Book Heroes Madman.  The hair was removed and I sculpted the top of the (bald) head as well as the musculature on the upper body and thighs.  The hood/cape combo is from a ToyBiz Marvel Legends Moon Knight.  I basecoated the figure in a medium gray before drybrushing it with white to bring out the details in the sculpt.
