Wrap-Tor was created by Dr. Omega at the He-Man.org forums as part of a "Create a Hordesman" custom challenge.  The entire figure is a 200x MotU Skeletor.  The chestpiece is a combination of Skeletor's armor and a cast of the Horde symbol off the original Hordak's armor.  The skirt, belt, belt buckle, and straps are made out of Sculpey Flex.  The weapons are made from Fire Armor Skeletor's swords glued together and a knife from the Castle Greyskull playset.  The wrappings were made by slicing masking tape very thin then burnishing the strips in place with a Q-Tip and glueing in place with superglue.  The final effect is very nice, in my opinion.
